It doesn't work like that since Kagura has shown to understand what kill meant when Mikono asked him about it many episodes ago. He just doesn't understand when he's saying kill, when he's all full power like or something, since he thinks he's saying something completely different. Hence his shock when Mikono thought he meant to actually kill her.
Though the rest of the snippet you cut out elaborates on that so, eh. Would have been nice if they explored why he changed so much after meeting Zessica. Well, maybe we'll get a Movie or Director's Cut that will explain things better since they'll have more time.
