I think it plays a huge part and i dont think i could imagine the naruto story/world without it.
I reckon they have awesome music played in the right times and it just makes things so much better in terms of emotions and feeling. Which is why i like to watch and hear rather than to just read the manga.
but then again i havent read any of the manga at all so yeah...

For question 1. I think the music of Naruto sucks... well not sucks but I don't like it so much. There are some themes I like, but anything remotely-rock/pop I don't like it at all. So it doesn't contribute in this case.
