Many women start to worry about their age past 25
Most of the time Shizuka doesn't wear the entire suit (i.e. the coat is missing), so it's just a dress shirt and vest most of the time.
When she does wear it, it's still not worn "formally", as most of the time it covers nothing but her arms and torso. Traditionally when a suit coat is worn, it would also be buttoned up to cover the front as well like so:
And then there's the more obvious talking with a cigarette in her hand or mouth...
Of course, she DOES still do her job properly, as seen when she gives Hachiman some valuable insight by telling him that he doesn't necessarily need to become friends with Hayato's group, just learn to work and deal with them.
