We discussed this extensively in the
general discussion thread before the subforum was created. The consensus is that the Dominator probably uses a variety of indices, and not just an individual's Crime Coefficient, to determine its operating mode. In the rape victim's case, the Dominator went into lethal mode because she was clutching a lit lighter while lying in a pool of fuel. The Dominator thus determined she was a threat to Kogami's safety, and authorised him to kill her in self-defence.
