It didn't "do what it supposed to do" against Grimjaw, now did it? He had to bring out his hollow mask to be even with him.
Without the hollow mask, Ichigo is still Captain level. I don't see any existing proof to state otherwise.
I'm not sure why there's even an argument about this. Ichigo clearly met his match in Amagai, unless you all are implying that Amagai is above Captain level.
