I see one of two reasons; a human reason and an unidentified reason. In both cases, it begins with Kobeni nearly dying while visiting the grandfather and meeting Hakuya. For the human reasoning, Benio basically went a bit nutty with her fear of losing her little sister and became far too attached. For the unidentified reason, Kobeni may unconsciously be using the same power Mashiro uses and has Benio fawn over her as a way of compensating for everyone comparing them.
