It seems that Shisui had Kotoamatsukami in both his MS eyes which means he can only use it twice every 10 years as far as we know.
So for 2 times every 10 years he may be able to beat anyone but I think rinnegan Tobi, Rikudo and Madara may be able to resist the genjutsu (and maybe Nagato) since rinnegan is 2 levels above MS and Kotoamatsukami is a MS jutsu.
