As we all know, the ultimate objective of Kumagawa and his gang of minuses is to eliminate all the abnormals in class 13. However, after the flask plan and the 13 party fell apart, nearly all of the Class 13 students have been skipping school because they have no obligation anymore to be there. The only ones still attending classes normally are Medaka and Hinokage (Naze and Koga may be on school grounds...but they're not attending classes)
I'm guessing part of the reason why Kumagawa has been so adamant about gathering all the minuses in class -13 before taking action is because he wanted to gather his forces to hunt the scattered abnormals. But a strategy drawn up by Shiranui changed that....a strategy to impeach Medaka and the rest of the student council.
Due to how picky Medaka was in selecting her vice president, she had unknowingly violated a rule that states that the elected president had to fill all the positions in the council as soon as possible. Using this as the reason, they pulled out a bylaw that stated that if the student council showed any glaring deficiencies, the students could impeach the current president and her party if they could get a signed petition of agreement from more than half of the student body. And since the total number of upcoming transfer student to class -13 surpasses the original number of students in the current student body, they got their petition passed.
It gets better... according to the rules, Kumagawa and a party of his choosing will act as an interim council until the next election comes around. As acting student council president, Kumagawa will have all the privileges that position entails. Which includes the right to recall the entire student body for an emergency gathering at the president's behest. So he plans to recall all Class 13 students to one location and destroy them in one fell swoop.
To counter this, Medaka pulled out an obscure old law set by Hakoniwa (before it was a high school) during the Meiji era. The law had yet to be officially abolished, and basically states that if the head of the house and his attendant's were challenged for the right to rule, it would be settled between the two parties in a 5 on 5 duel.
So now, they are going to duke it out. Best part is...it's all supposed to be LEGAL.

OK.....a battle between student councils, this ought to be worth reading.
Medaka knows she can't fight against a Minus and win. Her previous fight against Kumagawa in Middle School seemed to sink into that thick skull of hers.
Is anyone else hoping she doesn't fight? I wonder who they'll complete the team with?
