Also with an army like that they could take on legions or even kings without having to risk themselves at all nor having to worry about loosing the clones since they can be easily sacrificed without complaints weakening the kings for White Cosmos to deliver the final blow

Technically they had a huge amount of luck on their side by having Arms Creation drop to Ivory Tower/White Cosmos, one of whom was present at the meeting when Rider was killed. If it dropped to any other King, the probability of getting it back is next to nothing since every other King has seen or faced Rider in combat before, that probably implies they know how powerful Arms Creation can get. Not to mention, Rider was given the nickname Master Gunsmith.
