Delta Plus is actually an offshoot of the original design for the Hyaku Shiki that never got put into place called
Delta Gundam. Basically it's the offshoot of the testbed for the Zeta Gundam, while of course the Re-Zel is a distant cousin of the Zeta much like just about everything else in the Londo Bell arsenal.
