In my opinion, it really hasn't changed much. Animation, censoring, chidishness all about the same. They did stop the stock animation, but they use still images now. BUT, but, but, episode 15 looks really really good, so it may just be budget. Which I wouldn't understand, since So Ra No Wo To looks darn good.
