They are working with world leaders now and are no longer really attacking anything more than military targets. They are the army of the UFN after all and Charles is gone. Both Schneizel and Lelouch consider them more than Terrorists now judging by their actions (Schneizel sat down and discussed terms with them and Lelouch when he became emperor offered to 'join.')
