Between Absolute Cutting, Terminate Sword, and having an opponent in such a vulnerable position as an embrace with her swords at his neck, why does she need a "Level 8" attack and a full SP gauge to pull it off?

It smacks of Spiral Gravity Driver -- an investment with insigificant returns.

Maybe it was meant for ambush or assassination purposes. Essentially, an instant death attack.
