It's a parody of a Miku Hatsune picture (a lot of people parody it.. I think it's World is Mine or something?) for one, and the bathing suit and tape are there because she actually wears a bathing suit and uses the duct tape at one point.
Just seems to be for laughs, imo. I dunno though, could be wrong. :<
