I believe the disintegration or whatever it is you wish to call it is an advanced form of magic. It's a known spell, but because most people don't have the Psion Capacity, they can't use it in an effective manner. There are other means open to them. As for his regeneration ability, that's unique to Tatsuya as far as we know. There is currently no other character known to be able to read the Eidos consciously, which I believe is something of a prerequisite for the spell.

There are others who can use a partial restoration however they are not on the same level as Tatsuya because Tatsuya is permanent while the others are temporary to the level as it is only a first aid.
