Hmm...in a more roundabout way you could say Tomoya from Clannad fits that criteria. He doesn't believe that he's important ("powerful") and thinks that he's just another delinquent, but he has tremendous influence ("power") over the lives of Fuko and her sister, Kotomi, Kyou and Ryou, Tomoyo, and of course Nagisa.
I don't know if your looking for something like this, but it kinda sounds like your implying that your looking for character development, and Clannad has plenty of that.
