Jigoku Shoujo indirectly shows many cameo of everyday evil acts in the Japanese society.
The main focus is the grudge people feel toward those that do bad things to them, so while the first series fits your requirement, the latter ones progressively stray from that path because they explore "unjustified grudge". The first series is highly recommended though, and besides "jigoku shoujo" is an awesome anime in my opinion regardless.
