Doesn't Stage 15.631 mean it takes place after Mao incident when CC gets lured out into the amusement park? I think that's the episode where we can sense the love going on between Lelouche and CC after he rescues her and they shake hands about their agreement.
Then in episode 16 we also sense a hint of love from Karen while feeding the cat at the Student Council when she seems to have been paying attention to the little "fight" between Lelouche and Shirley.
So maybe they're both trying to take Shirley's place
