Honestly, this is kind of implicitly ruled out for wish-based plot devices all the time. It's never used because it would break
any story, not just Madoka Magica.
The only time I've seen a story revolve around a guy that had infinite wishes to use, the narrative had to turn him into a complete moron just to ensure that the plot lasted the full length of a movie.
