I don't think Zodiac is doing that. I think they're just backing Chieri's career. Like, maybe that gravure photo-shoot she was doing is to be published by a publishing company owned by Zodiac. Basically funding her career in different ways to create more visibility for her. That kinda thing.
I mean, the anime goes out their way to show that the fans like Chieri a lot. See how they react to her every time she appears. Being ranked is consistent with this so I don't think Zodiac would need to buy votes. Besides, that would indeed be suspicious as hell.
