Presumably that they can't duplicate whatever it is that puts the hearts in girls' eyes and hair. Beyond that who can say? It was probably just a means of easily telling that the girl in the shot wasn't Chieri, but it's possible it may have more significance. If so, we'll have to wait and see.
Anyway. As for Nagisa, all she has going for her is that she's one of the leads when the trainees perform, and she's good at making her kirara glow. She hasn't done anything else to make herself stand out, positively or negatively. She has fans, yes, all the kids have fans, but it wouldn't make sense for her to rank in the elections. There is simply nothing to her to make her have that kind of popularity. Makoto stands out more than Nagisa.
