No, he didn't. None of that happened. The group "touched" the Omega when they all got together, before Jabu got there, but it was just the glimpse of usual, which is not enough to evolve a cloth.
Nothing was said about Jabu even touching it (he says he won because Aegir's Chronotector was "broken" already).
