@KoroshiyaX, you are absolutely right, as I just saw the episode this morning.
Now to get into the summary of things after what happened at the end of Episode 13:

After losing his daughter for the second time in his life, Roy has gone back into a state of sorrow in the same fashion as he did when Rita/Rose went missing twelve years ago in the Blast Fall, only now he's become more miserable after witnessing Rose die right in front of him. He doesn't eat, sleep, or even go to work (though he did drink heavily like before), pretty much shutting himself off from society. The others are very concerned about Roy, but couldn't really budge an answer from him. When Roy finds out that Jeremy (Uto's friend), who was responsible for the mini-Blast Fall that brought down the clock tower that crushed Rose to death, had regained conciousness, he goes to the hospital and gives the perpetrator a scarring of a lifetime. After leaving from the hospital, he turns his anger at Solty, blaming her as well for Rita's demise. Devastated and broken, Solty runs away crying.
Meanwhile at RUC's headquarters, some researchers were running tests on Axcela (somewhere along the lines of what's been done on R.O.D. the TV, Blue Gender, etc.). After testing was done, Axcela started for home, only to find a miserable Solty at the park. Axcela decides to comfort Solty by taking her back to her house, where Solty spends the night. The episode concludes with Roy still in a moment of sorrow and Solty walking in sadness down a dark alley.
