I'd suspect that this is the same statistical design flaw that matches how Nielsen is unable to properly measure shows that are heavily watched by college students. You don't really expect otaku to be willing participants in surveys or to attach a box that monitors what they are watching.
Also, the show is streamed legally on multiple VoD services, including nico anime channel. Each episode has approximately 300k views there alone. (And episode 10 has nearly double that.)
