Velvet kiss certainly is higher in terms of art (particularly Kano is the hottest heroine Chihiro has drawn up to date) and the plotline is certainly deeper.
Falling in Love is Work manga was good and had a nice plotline, but Velvet Kiss has much more to offer and raises a lot more questions as it starts digging into social relationships between people, friendship (or lack of real friends), loneliness (in the middle of the crowd), family and of course love.
