what ever the reason maybe, the blue team is currently some-what weak. shizuku need to train them for the fights against white kampfers.

blue is weak BC they're relatively new and many of their past comrades had a nice little chat with shizuku. that or the mangaka is holding back some older blues behind the scenes.
