^Well, as was already noted, the Punk Hazard arc already gave us a pretty clear hint as to how devil fruit powers stay in circulation. Recall when Caesar began his broadcast we saw his slime monster explode. Shortly after the explosion, we saw one apple out of a nearby pile of the fruits start to transform into a DF. So with that being said, it's most likely the case that you need the correctly "matching" fruit to transfer a dead person's ability to next user.....
