Another suggestion would be a traditional witch costume: A kind of large draping robe/cloak and an oversized magician's (pointy) hat kind of falling on her head
If cosplay were allowed, anything with a ridiculous amount of things to be added (armor/clothes/accessories/weapons/ect.) would be pretty funny.
