It implied Uchiha didn't have the monopoly on Genjutsu and was heavily hinting at Sakura, since even their name are somehow similar. (Sakura means cherry blossom, Touka is peach flower)

He originally speculated during Pt I that Sakura might have an aptitude for genjutsu. During the second bell test he noted that Sakura had trained in medical jutsu, but because she originally had the talent to be a genjutsu type, she had a greater potential than Tsunade. He was not saying she was genjutsu specialist.
Sakura's shown no use or training in genjutsu (besides breaking out of basic genjutsu which any intelligent nin can do). Even if she did, what makes her a better candidate than say, Kakashi, who has Sharingan and depicted
several times to be extremely skilled when it comes to genjutsu?

Omoi's an excessive worrier and a pessimist (like Shikamaru)--those are the guys that nearly
always live, unless they're real jerkasses...then they're usually the first to die. Omoi's more the likeable sort though. Over-confident guys like the sensor on the other hand...
