Well, when it comes to the senses, the human brain takes on a massive input of stimulus every millisecond, and throws away the vast majority of it.
Your nerves, on a subconscious level, completely ignore and discard the majority of sensory information before it even reaches your brain. Even if Momoko manipulates that with her Stealth power, her opponents are victims of their own overly-discriminating sensory neurons. So it's not like she's "doing" anything to her opponents. It's their fault...the fault of their subconscious psychology, but still their fault.
That's my interpretation, at least. It's hard to judge anything completely accurately in a TV anime.
Though at the basest level, Momoko's not cheating because if the Judges went through the video records and all, they would find nothing at all to indicate foul play. She doesn't manipulate the tiles or games, just her opponent's minds. Mindfucking your opponent is not considered cheating.
