During the climax of that railgun special novel Mikoto has to stop a mobile weapons platform controlled by the Aztec organization. It takes to the sky, and Mikoto shows off how clever she can be with her powers. Since she's over the ocean, she has access to a great deal of water vapor, and is able to split it with electrolysis and use the hydrogen as fuel to provide thrust for her flight, so she can engage it in an aerial battle and stop it.

Maybe but I'm seeing the missing Full Tunning for a future to fit this role, some reason have to be her existence.
