That's the main character in the Manga/Games, Tact/Takuto Meyers (english offical site list his name as takuto which is kinda weird). You play as him in all 3 games. (well i'm not 100% sure for GA:EL, since it's not out yet, but there's really no reason for him not to be the main character, since GA:EL is a follow-up on GA:ML)
