So, I don't like the new girl because she tried to fool Haruto and accuse another innocent guy just for her own gain. That's not really something we should just shrug it off easily.

Character development will take into effect later, she only appeared for a few chapters. Too quick to judge in my opinion, first impressions are not always definite. As for the theories who she is going to be paired up with. More than likely Hoshina due to Hoshina's past actions and history thus far. Hoshina attended a all girl's school for the majority of her life and well...........(well she was drunk so not definite, wait that shouldn't be an excuse) she kissed Rin.
