technically it has to be senju hashirama(first hokage), because right now they have shown madara so much godly powerfull that the five kages are nothing in front of him,he is just toying with them,even though the rinnegan was later added to madara, but to have defeated this man before alone ,senju hashirama is got to be the strongest shinobi in the shinobi history
