Personally I think they should make it so like all would-be congressmen have to live off of a tiny salary for a certain period of time before they can actually be congressmen. Might give them a bit of perspective.

They don't actually make much money being politicians... all the money is made in the revolving doors to industry as lobbyists and pimps if they dance the dance while in office.
That's why "paying them less" only increases the problem -- as long as elections are not publicly financed with no donations allowed, as long as there aren't restrictions on the revolving door effect, and about half a dozen other holes in the process, meh.
