The only important thing to know about Oishi and Akasaka's reunion in 1985 (2 years after the gas disaster) is that they "survived" the whole ordeal, yet they still cannot forget the events that happened in Hinamizawa, even years after the gas disaster.
The anime didn't cover this, but the ultimate goal of Oishi and Akasaka was to release a book detailing all the events that happened within the village of Hinamizawa surrounding the mysterious death incidents. For Oishi and Akasaka, it was their way of apologizing to Rika, and getting their plead out into the world, hoping that someone out there can discover the "truth".
The book was named "Higurashi no Naku Koro ni"

Can't believe the anime left out that whole chunk. That itself would've made this episode a lot better for me (even though I am somewhat satisfied with this chapter's anime adaptation than the last one). Oishi's character is really mysterious and my opinion of him changes every chapter.
