They had the advantage of being five feet away, not trapped in a bay behind a giant wall, behind rows and rows of troops shooting at an elevated target who is likely so far away that you'd need a sniper to hit him. Context is important.

frankly it would have been a lot nicer to see someone charge in and try to take a shot at kuma, only for one of the VA's to stop the attack and protect him so that he could attack oars...

Again, giant wall, rows of troops, elevated platform, extreme distance. There's a reason no one tried to stop him in the manga. They couldn't. Whitebeard's quake powers aren't a beam, so all he could do is shake the field up, and that takes time to do.
