1) As you may have noticed by Diethard's wanted poster, even being a full blooded Britannian (whatever that means >_>) doesn't mean anything if you're a rebel.
2) No he wasn't using her for his own gain, that was just a lie to make Kallen blame everything that had happened on him and not put any responsibility on herself. (Lelouch does the exact same thing with Shirley in 14 and Euphie in 8)
But of course once she thinks about it (and a year is plenty of time to think
), she'll realize that Lelouch was fighting for the exact same reasons as she was, against the exact same enemy, and putting himself in as much danger if not more than he ever put anyone else in the Order in.
