Do you use Photoshop? For wallpapers I just use the Rectangle Tool and place them on top and bottom.
If you want a quadratic border like for avatars, use the Rectangle Marquee Tool (selection tool), select the picture as a whole, right-click and "Stroke..." which creates a border.
