I think it's a neatly packed action show with very moe character designs. They're not your typical moe character designs, but I liked that all the characters looked taller and narrower. I can't explain it very well. Anyway, Sumire reminds me very much of Kashimashi's Hazumu, mostly because of her hair and seifuku.
I didn't really pay attention to the seiyuu, but I did find Lucia's very familiar. She wasn't the one whom I expected her to be; apparently she's the new girl in town; but the voice did have a striking similarity to Matsuoka Yuki.
The animation was average, but I think there's enough frames to cover all the action. The art wasn't top notch, but in a strange way both the scene designs and the soundtrack reminded me of Shakugan no Shana, even though this one's soundtrack was more or less average.
I was surprised to find out that studio HIBARI also produced Netrunmon The Movie and HAPPY☆LESSON, so I'm not too afraid that they'll mess it up.
All in all I found it to be a very pleasant show, and I'll keep watching it. Sumire is just great. Her designs, she's a dojikko, and has a strong yandere personality, if we can even call it that. I find her eyes so gorgeous!
