Ah! You noticed that, but you didn't understand it. I believe you meant the tune right after Orihime turns to leave and continuing while she crosses the street.
That wasn't a cell phone
or Boogiepop. That was the sound of the crossing walk. Many crossingwalks in Boogiepop played that song also and you'll notice it in other anime from time to time. The melody is actually a traditional japanese song. I understand that while many crossing walks used to play that song, it is now very rare to find one.
