1. Toyone sits after Kasumi. Since the tiles they draw will be different, Toyone cannot chi at all. The only way she can use her "single wait" move is to pon or kan, but the tiles she need will likely be kept by Saki, Suehara.
Also, Kasumi doesn't riichi at all. So Toyone cannot use her "pursuit riichi" as well.
So, effectively, Kasumi has sealed Toyone's two abilities in one fell swoop.
2. With the tiles Kasumi attract to herself, and the non-drawing for the others, it means that Kasumi will not need to worry about giving the win to others (unless it's a character tile), nor will the others worry about giving the win to her.
So, that means it's a 1-sided solo game, and a 3-sided battle royale game now. It's one hell of a attacking and defensive move by Kasumi.
The only way so far seems to be going for a speed game, before Kasumi completes her hand, but the other 3 doesn't seem to take the option at the moment.
Also, there seems to be a premonition for the coming chapters. Look at the hands of Saki, Toyone and Suehara when Kasumi tsumos.
