i think that its due to the upbringing, i mean look at naruto, no family, no one to guide him, look at sasuke HAD a dad who taught him Kanton Jutsu, Neji, although i think that he is reall special, (learned teh whirl by himself) he no whas training from Hiashi.
Kakashi, he must have learned a thing or 2 from his Dad White Fang, Shika, his dad makes him read Ninja strategie books etc
