I don't think the angel did it purposefully, but since it was weakened, dark matter could have easily been lost. I don't think it spread through the air. It would diffuse to all the black spots, but the cities would have been exposed as well. If that happened, people would be restricted to their houses with no contact outside to prevent infection, because eden's seed is a virus.
That's why I mentioned the waterways, because I believe all the Black Spots are connected through there. Arclight said the angel was recovering underground, but that doesn't mean the angel itself was buried. It could have been recovering in the waterways. We saw the coccoon in the beginning attached to all sorts of veins. I don't think Simeon would move it or can for that matter without endangering the angel within. I doubt Arclight put it in that coccoon. The angel did that itself. Arclight probably excavated the sight where it was rejuvenating, but that was it. Also, Cruz and the others to get there had to travel through the waterways underground Simeon. I believe this path led straight back to the Simeon headquartes in the Black Spot. The water came alive at one poin, most likely due to the mass amount of eden's seed. Riru mentioned that only a few of Simeon personel are allowed their. One reason is because of rank and security no doubt, but also because very few needless can handle being there.
