I thought it was established that Zouken was going to wish for immortality?
Granted, that bastard doesn't deserve it and likely will harm some people during his immortal life, but it likely won't have the
universal repercussions that Kiritsugu or Saber or Rider's wishes would have (Rider's wish could cause a major war). As for Kirei, I don't really trust the guy (so Zouken's known wish is probably safer for humanity), but at least there's a chance Kirei won't make a harmful (to humanity) wish.
