I agree with your opinion. KyoAni seemed to loose the energy for promote Mio.
I guess, the reason why KyoAni didnt promote Mio in S2 is that MIo was enough popular in the beggining of Season2. But Mio's popularity didnt continue...
Through out the season2,MIo have became the boring character...compared to the other characters....
