Nope, it has nothing to do with mobile suit technology. Basically, it's a box that was supposed to be unveiled at the Laplace ship by Ricardo Marcenas, the first prime minister of the Federation, to commemorate the start of the Universal Century. The box apparently stated that the Federation would grant all future space colonies self-determination, so it somewhat justifies what Zeon had been doing all the while.

The ensuing terrorist attack, from what I vaguely remember, was ordered by conservative factions in the Federation who were opposed to Ricardo's liberal policy.

Dang, that really would cause the Federation to crumble, destroy the world and create a new one. Unless absolutely nobody believed it >_>
