I can't speak for Gintama as I've never watched it, but for School Rumble, I can understand if you didn't find the first episodes funny, since it's primarily focused on Tenma and her dumb misunderstandings. The real star is Harima and his quest for happiness. Sure, there are still plenty of misunderstandings, but at least they go somewhere eventually, unlike Tenma's which go nowhere. Did I mention that I don't like Tenma?
Anyway, both shows have similarities as far as joke delivery (the ED reminds me of School Rumble's play), but I don't think this show is going to focus on romance too much if at all. Actually, the only thing this show is missing is a tsundere. Class rep girl perhaps?
