Lack of source material, most likely (I believe there's only one volume of the manga out so far).
Which leaves me wondering why they didn't wait with animating this till there was more available...
And yes, this is one of two shorts (the other is 'Osaka Okan') I enjoy watching, despite my initial skepticism.
