If that shot happened in the previews then I would definitely say that it wasn't a kiss, given the nature of CG's previews. But if it was within the episode I'll take the same stance as you and wait for the next episode.
As I said before, the LuluxShirley thing feels too spontaneous for a proper romance. If the LuluxShirley did happen, I would bet that it's nothing more than a catalyst for another Lulu pairing.
